The Settlement Agreement rescinds Board’s Findings of Fact, Conclusion of Law and Disciplinary Order issued March 4, 2004.

However, should Licensee be accepted into a residency program, and provided he meets all other licensure eligibility requirements, Revocation shall be stayed and Licensee will be issued a temporary license to participate in the residency training program.

Licensee prescribed controlled drugs in amounts which exceeded recommended dosages. Licensee's conduct constitutes repeated negligence, incompetency or practice which might be harmful or dangerous to the mental or physical health of a patient.

The Board found cause to discipline license based upon the fact that on or about June 28, 2001, Licensee’s privileges at St. Luke’s Hospital in Kansas City, Missouri (St. Luke’s) were Summarily Suspended for disruptive behavior, namely Licensee was alleged to have used rude, insulting or demeaning language. On or about September 4, 2001, St. Luke’s withdrew the Suspension of Licensee’s privileges in exchange for Licensee’s resignation of his privileges at St. Luke’s.
